Not without a add-on video card, even then the dual core CPU and low amount of RAM will have issues outside of the lowest settings.

If you get another 4 GB of RAM, swap the CPU for a i5-2500 or something similar, and get a lower end gaming video card, say Radeon R7-360 or nVidia 750 or 750 Ti, it will run pretty well.
