basically since you're not going to be playing a lot of fps shooters I don't see response time, or 144hz monitor actually needed. I personally play on a 60hz 1ms benq, but at times I feel like I need it. It's not that very important unless you're doing MLG, or tournaments, where every second counts!

It's cheaper than your budget so you could potentially get 2 of them, which I would recommend from my own experience.
Also this monitor has a very small Bessel, so dual monitor setups would look really nice.

Side note, I wouldn't get the gtx 950. Just hold off until you get enough money for a higher card like the 1060, since it's around 300$ at the moment. Also it provides the same performance as a 980 ti, in some cases a lot better.
