Can't get into safe mode with f8

I can't get into safe mode or have anything open up, when clicking f8 on boot. I can enter bios and LAN and other setting. I just can't enter safe mode options or recovery option f11*. I tried reseting my bios to defaults, but still had no luck. Any clues?

Well both of those options worked, The msconfig and holding shift while restarting. I just wonder why f8 or any other F buttons wont get me into safe mode. I thought recovery/safe mode opts. were set up through the bios, and had nothing to do with the OS...
