Computor sound issue

Hi everyone, i recently purchased an msi rx 480 8gb, and installed it into my system. And right oof the bat, i noticed how insanely loud the system is, even with headphones on playing games i can still hear the fans blaring, and it isnt just the rx 480, the case fans are also going nuts. The pc has great airflow, i have good cabpe managment, and there is no dust build-up. I think it may be a power issue, as ive also noticed hoe insanely hot the system is after a couple if hours of gaming. I have a thermaltake 500w psu, an fx 8350 (4.5 ghz, clocked and locked), an asus M5A99FX PRO R2.O, 8gb ddr3, in a raidmax aoulus case. In case i need to purchase any new hardwar for the pc to fix this problem, i have about 250 on hand to spen on a new psu or whatever the problem may be. Thanks!

Ive looked at wattman. And otherprograms and they seem wierdly random, the speed eill go up snd down constantly and the temperature is incorrect, telling me that it is at 35 degrees, which is total bullshit.

I just looked at cooler masters power calculator, and it said my system pulls about 500w, so i can see thr issue there, i have my eye on a 75 dollar cooler master 650w, would that solve th3 problem, or are there other powers at work here?
