GPU acting like it is getting no power? (Fan tries to spin but can't)

Hello, I recently build my first build without its case. I seem to be having an issue with the GPU fans jiggle when I turn the motherboard on and when I go onto windows, it does not show up under device manager not can I install drivers because apparently no comparable hardware is found. I currently do not have a case (this is temporary for a week and all parts are nee except the GPU)

My specs go as follows

EVGA GeForce GTX 950 Superclocked+

CPU Intel Pentium G3258 3.2GHz Dual-Core Processor

Motherboard MSI H81M-P33 Micro ATX LGA 1150

Crucial Ballistix Sport XT 8GB (2 x 4GB) DDR3-1600 Memory

Storage - Some old laptop hard drive

And a NH-L91 CPU cooler

I can confirm the GPU works with my laptop using the external GPU adapter

The motherboard has a 4 pin connected, 24 pin connected and the GPU had one 6 pin at the top

Any ideas on why the GPU could be playing up would be appreciated

Here is a photo of what the build looks like if it helps

Thanks to anyone who can help

Solution
don´t you have warranty on the 950?
RMA it, return to shop or evga

baking could revive it, if heat and solder problems over time would be the problem.
But I doubt that it would help in your case. I think some chip or other component failed and to repair that, you would have to replace this particular one.

The GPU does not have a VGA output. I tried HDMI and it still acts up. I'll try help star's idea

Yeah I tried using a HDMI from the GPU to the monitor, I am updating the BIOS now. Fingers crossed

BIOS version is V1.9

I jumped it and removed gpu as well as 6 pin and reconnected still with no luck unfortunately :(

Could it be possible that 430 watts isn't enough power?

Or even the fact it's a laptop hard drive I am using (has all the old laptop drivers on them which I don't think are any harm anyway)

EVGA 430W 80+ Certified ATX

Switching to second bios?

Sorry I can't multi quote I'm on my phone

Going to sound like a longshot, but could it be the laptop hard drive? I remember the laptop this hard drive came from has issues with detecting the card too on the external adapter.

The evga gtx950 has a switch on it. Have a look at the evga homepage and look for dual bios.

If the hdd is not plugged in, do you get into bios then?

Try setting up bios settings on motherboard to pcie Gen 3 (generation) or similar.

Did you try the dvi VGA adapter with the gtx950?

Wait a minute before turning the PC off again, maybe you're too fast. It has to detect the 950, reboot and then should boot with it.

Okay so i ruled out a few things. First, it is not the PSU. I tried my girlfirends 800 watt EVGA PSU and still no success. I also replaced the motherboard with a h81m-plus and still no go.

The EVGA GTX 950 SCC has the bios switch, not the SC+ Unfortunately

Both motherboards only support up to Gen 2 unfortunately.

Upon removing the hard drive i still receive no success

I used a VGA DVI Adapter and i still receive no signal from the card

clear the cmos on this mainboard too, while the card is installed

goto settings > advanced > integrated graphics (or similar) , is there first... PEG? not IGP

at least GEN1 and GEN2 can be switched from AUTO in BIOS, try this
(settings subsystem PCI or similar)
BIOS of the H81m plus is up to date too?

does the gtx950 run in another system?
does another graphics card run in this system?

did you buy the H81m plus new? return it and get a B85m board instead

I had one of these: http://www.ebay.com.au/itm/like/142045780807

And used the GTX 950 on it and plugged it into laptop and it worked perfectly. Fans spun up and was detected in device manager

The H81M-Plus was brand new and up to date eith latest bios and drivers and PEG is selected. Fan still jiggles and nothing in device manager

Usually Overclock but its stock sometimes because i reset it.

I worked out it is the GPU. I have my girlfirends 970 in it and its working perfectly fine. I assume my gtx 950 is dead. Any way i can revive it? I heard baking it, but i need to know if its a joke or not and how to do it. Got nothing to lose seeing its dead
