are you using a stock cooler if so get a better one like a coolmaster 212 evo it nice and cheap works well and get new paste like arctic silver 5

It sounds like you installed the cooler wrong. Make sure the heatsink is making contact with the CPU, there's thermal paster between the CPU and heatsink (only a small amount/what came pre-applied on the heatsink) and that the heatsink fan is running once the PC is turned on.

Are those temps celsius or fahrenheit? Use a program like HWmonitor to view/record the temps.
