PC has slow internet speed

So I've made a thread about this issue before, but I have more information on it now.

My PC only receives a fraction of my internet speed. I pay for 75 mbs up and down but I only get around 20 for both. Other computers in the house do not have this issue. I've updated network drivers, used different ports and cords, I've even bought a network adapter to see if it was my motherboard but my PC still throttles itself.

I brought my PC to a friends place to see if it had something to do with my ISP. At first it was fine and receiving as much as my friends internet speed was. However, after about 30 minutes my computer throttled itself and had the same issue as I do at home. I've ran all sorts of cleaners and made sure this isn't a matter of malware or anything like that. I've tried system restoring and even fresh installing my OS(7 at the time) and the problem persists.

I'm on Windows 10(Although I was on Windows 7 Ultimate when this issue started)

I don't know what happened there with the double reply, but I don't know of it being a common problem. It's certainly not one I have encountered before. You might even want to contact MSI about it and see if it's a common issue on their end.
have a friend bring over their rig/laptop. Get them to hardwire in and run a speedtest. If they get speeds that are normal for what you pay, it sounds like your motherboard. A network adapter wouldn't really help you narrow it down since it has to connect to the motherboard in some way.

You'd have to swap motherboards to be certain, but that's what it sounds like.

My roommates pc runs perfectly fine, we tried swapping spots to see if it was an issue with our ports/cables but I still had the issue. I figured I might have to completely replace my motherboard, but I wasn't too certain if that was my only solution. Do you happen to know if this is a common issue with motherboards? If so, any mobo's you can recommend?
 
I would have a friend bring their rig/laptop to your house. Have them hardwire and run a speedtest. If it comes back that they're getting way higher download and upload, it sounds like it's your motherboard. You'd have to swap out motherboards to be sure, but having a network adapter shouldn't help you narrow down the root cause, since it has to connect to your mobo anyway.
