Can't detect hard drive from desktop, trying to save files

My Dell Vostro 220 desktop when down after a power surge from lighting striking near my house through the ethernet line. I needed to get my files off of the Seagate hard drive so I removed it from the desktop, connected it to my hp laptop through and external hard drive enclosure/ USB and it doesn't read. it still reads on the desktop but no mouse or anything work on the desktop now it only comes on.
Things I have tried: checking the cables, hooking up other external hard drives, changing the driver letter, but it simply doesn't read it.

So the drive is being detected, but you can't access it? At least it sounds like this when you say that you've tried to change its drive letter.

Basically it sounds like you won't be able to get to your files by normal means (having in mind the cause for the drive's failure). It sounds like the PCB might have been damaged and if this is the case, the best option you have, would be to look for a professional solution, such as a data recovery company.
