Frame rate drops every 15 minutes

When playing games I get a frame rate drop pretty much bang on every 15 minutes, it only lasts for about 5 seconds each time but in Dota that's an eternity. I've been checking the temperatures but the hottest thing is the graphics card which doesn't get above 60 degrees C. There is little running in the system tray that isn't important. can anyone suggest what might be causing this.

Spec:
CPU i7 6700k water cooled
RAM Corsair DDR4 CMK16GX4M2B3000C15 Vengeance LPX 16 GB
Motherboard ASUS Maximus Hero VIII
SSD Samsung 850 EVO 500 GB
Graphics GTX 970 SC (EVGA)

Took some patience but I believe I resolved this issue. I noticed when trying to diagnose that I could replicated this problem by connecting or disconnecting a USB device, so I probed device manager and found one unrecognised USB device (I've yet to figure out what the device is as it is not one plugged into a USB port so it must be something internal using the universal serial bus, however this doesn't seem to have had any impact on functionality). My best guess is if you have an unrecognised USB device Windows 10 (64 bit) will attempt to reconnect to it every 15 minutes causing the spike. Not all games seemed to be affected Rocket league was ok but Dota and Left4Dead both suffered.

To resolve for now I've just disabled the device in...

To resolve for now I've just disabled the device in device manager by right clicking it and choosing disable.

I hope this helps people in future.
