How can I improve this?

From a link I was provided from this site I ran the userbenchmark tool and seems my computer is deeply underperforming, I have provided the benchmarks below, any suggestions would be great!

The athlon x4 is is the obvious bottleneck here. The major solution is to move to an intel processor. Something like an i5 6500 and an H170 motherboard. We can't see modern competition with AMD processors until Zen releases.

An interesting combination. Seconded, replace your CPU and that GTX980 will perform a lot better.

CPU: AMD Athlon II X4 860K - 39.2%

Although upgrading the CPU will help overall performance, you should also fix your Athlon X4, it should score around 50% but it's only scoring 39% which means that for some reason it's not able to reach normal turbo frequencies (seems to be stuck @ 2.65 GHz). Ensure that you don't have any power saving enabled in windows power options (check the Maximum CPU setting). Also ensure it's not overheating and that there are no non-standard bios settings preventing the CPU from reaching its normal boost frequency.

Ok, I was on balanced power, I adjusted that to high consumption to make sure that isn't causing and issues, I checked the bios and they all show they are running 3.7 GHz, I ran another benchmark and it is showing at 46% the first starting test and 52% the latest, which from what you said sounds on par.
