Trouble installing graphic card

I installed my GPU to the motherboard and connected it to my PSU and connected my monitor to the GPU but it just shows no signal/black screen when I turn on the PC. I can still connect my monitor back to my motherboard VGA slot and it will still work. I've try installing the drivers with the GPU installed on the motherboard but it says "NVIDIA Installer cannot continue. This graphics driver could not find compatible graphics hardware."

Any ideas? I was thinking that the motherboard is not compatible but I don't see why it wouldn't be, I also have same problem installing my 7 years old GTX 460, but that's really old and it could be broken so I didn't think much of it. Also the GPU is PCIE 3.0 and the motherboard slot is 2.0 but I was told that it will matter much. Help please, thank you!

Also, I didn't lock my graphic card in so it can tilt a little, if I tilt it, the fan could go off in one direction, in the opposite direction the fan goes really fast and loud. Maybe this is important as well.

First thing, why are you tilting the card? That is just asking for a dead video card or motherboard. No way to tell now if what you did to the card to install it could have damaged it or not if you are not installing the card properly.

Remove the card, update the BIOS if there is a newer one for the computer, install the card and lock it so it's firmly in the slot and case, see if this helps. Did the 460 card you have ever work in this computer? What is the computer, one you built or an OEM model? There are some OEM motherboards that don't work with add-on cards, or at least some models and brands of cards.
