Upgrading my PC?

I just have a quick question. I currently have a 3-4 year old PC I bought for around 650 euros, not very great but it's ok I guess. It's custom built but not by me. So I would now like to upgrade it with preferably a maximum budget of 500-600 euros. It can be a bit more if really needed. I'll post my specs below
CPU: AMD FX-4100
Motherboard: ASUS M5A78L LE
Graphics: NVIDIA GeForce GTX 650
PSU: XFX TS 550w
Memory: 8GB DDR3 2000 MHz, I can check the manufacturer and the specific model if needed.
I've also bought a new CPU cooler.
So with my very limited knowledge the first priority would be a new GPU, right? And then maybe get a SSD or CPU? Also I imagine that a change of case could do wonders as I have some basic mid tower without a great air flow I feel like. Or would it be more worth it to wait it out a bit and get a whole new one? Also I live in Finland. Any thoughts are appreciated.

No idea where you are exactly so I can't be overly specific but I'd suggest getting a fx 6300/6350, (update bios before swapping CPUs) and whatever the best gpu that will let you buy budget wise after. That board doesn't like the 8xxx series processors. It wont be a world beater but should run all games at pretty decent settings. And if you need more your gpu (think gtx 1060/rx480) will be worth building an Intel rig around.
