Hi, first time posting here so I apologise if this is in the wrong place and whatnot.
My 2 year old PC is having issues which has been going on for months now and I'm so tired of the issues it's having. I'll try and give as much info as possible:
Specs:
Processor: Intel(R) Core(TM) i7-4770K CPU @ 3.50GHz (8 CPUs), ~3.5GHz
Card name: NVIDIA GeForce GTX 770 (Up-To-Date with Driver 368.81)
Memory: 16GB
Motherboard: Gigabyte Z97X-SLI
BIOS Date: 06/03/14 10:44:54 Ver: 04.06.05
PSU: 750W Corsair (Don't know the full name of the PSU unit)
(Don't use SLI)
It should also be noted that I use a stock CPU cooler.
So anyways, when I play games, doesn't matter which, any games I'll always no matter what get a huge spike drop in FPS, this can range from 60fps down to 44fps, 80fps down to 64 or 44fps so on and so forth, we'll use League of Legends as an example; I run high settings on the game, I monitor my temps through MSI Afterburner when playing League and my CPU is around 45 degrees (max 53 I'd say during big team fights or anything like that) and my GPU is around 37-43 degrees, so from this I can gather that the temperatures have nothing to do with the fps issues, but I have noticed that even though my CPU being quite low during this that it tends to fluctuate up and down a lot during this.
If I run a higher game, for example Dead by Daylight, my GPU temperatures are around 45-mid 50's at most and my CPU goes to around 50-65 max during gameplay on LOW settings, yes, low. This CPU and CPU should be able to handle way more than this.
I'm not a techy guy, if anything I hardly know what I'm doing when it comes to all of this but I'll provide more info.
A friend came round 3 weeks ago to clean out a lot of dust which was done but we were unfortunately short on time and we couldn't open up the CPU to clean around the fan and inside to even apply thermal paste.
Some other info/info that needs an answer too:
I still have old drivers on my PC from previous updates, would clearing them help anything at all?
I have disabled Nvidia AUDIO HD since I have Realtek
Sometimes my hard drive makes weird noises, but that doesn't happen all the time, could a potential failing hard drive cause these fps issues?
Could a clean install of my graphics card maybe solve the problem? Although I don't think the card is the issue but I could be wrong.

There is always the potential of the CPU bottlenecking or throttling for unknown reasons to me because I don't know squat, but please, if you need anymore info please ask, I have a lot of the necessary programs to hopefully provide more info, (CPU-Z, GPU-Z, HWMonitor, HD Tune (NO red blocks came up) Afterburner)
The issue of FPS has been causing me so much depression and in the most term I'm powerless to do so, but if you guys could help me try and find solutions then I could try them myself or if they require hardware handy work then I can hopefully ask my friend to help me out.
