Would a bare motherboard still turn on the power supply.

I already removed all the components including CPU, RAM, HDD, and GPU. The only thing connected is the power supply but when I press the power button it does not power up(Already tried shorting the power pins directly too). The motherboard LED is lighting up though and the power supply works on another PC so it's not the problem. Does the motherboard need the CPU to power up or not? If it does not need the CPU then my MOBO is dead?
 
mb need the cpu to post. use one ram stick and onboard video. make sure the mb and cpu are matched set check the mb qal list to check that your cpu is on it. also with mb now they have to have the right bios rev to have the correct cpu code to post. also on mb there 4/8 pin cpu power that needs to be connected. also make sure the mb not shorted to the case or io shield. if you have to pull the mb sit it on top of the mb box.

If I put the CPU and 1 ram and the power supply still doesn't turn on, does it mean the CPU is dead?
