Lag spikes on pretty good PC. Gaming.

Hello, I noticed in the last two weeks, that I'm getting lag spikes. My screen freezes for 0.5 second (or so), when I am gaming. I've noticed that my cpu percentage is around 80-94% when gaming. But I don't know if that is causing the problem. Maybe it is my graphics card? I have the lag spikes in GTA V, Star Wars Battlefront, Battlefield 4 and even sometimes in Minecraft. The in-game settings are fine and not too high.

I've deleted my whole PC this week and reinstalled windows 10, to see if this would fix anything, but it didn't quite.

Drivers are up to date. It's not the CPU heat. That stays around 40/50 after an hour gaming (still having lag spikes).

I've noticed when playing Star Wars Battlefront (for example), that when loading, my CPU usage is getting around 99%. The lag spikes are happening mostly when loading, when looking in another direction very fast (in-game) and when dieing. And also randomly in-game of course.

But when I had the lag spikes, there where no big frame drops or what so ever.

My PC:
Intel i5 4460.
MSI Nvidia Geforce GTX 960 4 GB.
8GB Ram.
MSI H97 Gaming 3 Motherboard.
1000 GB HDD.
250 EVO Samsung SSD.

Who can help me with this?

Interesting still happening after W10 install..I might have said something using cpu time and spiking it...causing GPU drops and thus fps droop.

Is your CPU usage at 100% everytime a freeze happens?

Doubt it is a RAM problem, but might be worth downloading Memtest and running that

It's not the RAM, I think. It's hard to know the percentage of the CPU when gaming, but I have tested it with windowed gaming, with the Task Manager next to it. I think I noticed the CPU percentage getting higher when lagging. But I will test this again now.
