OC'd my GPU and now my PC is running slow/not working as before

A couple of days ago a decided to push my GPU using MSI Afterburner to see what it could reach and once I hit +300mhz on both core clock and memory clock my pc started to be super slow and jittery. I reset the PC and since then it's been running very, very slow taking over 3 times longer to boot up (4-5 minutes) and a lot of software won't even run such as Steam, Overwatch and almost everything else.

I've checked all my OC settings and temps, everything is on default and the temps are within normal so I have no idea what's happened.

Any help would be amazing, thank you.

EDIT: Now my HDD isn't being recognised at all, so I'm running off my SSD

Starting to think that MSI Afterburner and MSI other apps are going deeper than OS overclocking. Had trouble getting my CPU back to stock after using MSI apps. Have you tried uninstalling MSI and clearing the OS with CCleaner, reset the CMOS.

tried both and nothing changes. Feels like the parts aren't working together.

Is it possible that I've damaged the motherboard when OCing the GPU? I didn't change the voltage settings.

Is there any software or any way to tell if it's the motherboard?

I've tried this but for some reason the integrated graphics won't work, I'll try look the the bios and see if it's been disabled.

Have you tried using other PCI-e slot?

Edit: This is why I gave up on OC, let the testers do it, they get the parts for free and I don't need the extra power, If I did I would spend more money to run safe at stock.

Tried the other PCI-e slot and it hasn't changed anything. It's still running slow
