Is i5-4760k @ 4.0 > 6600k @ stock?

I am running my 4760k @ 4.0 through my motherboard auto tuning software.Although I am confident that my current set up can run my gtx 1070 with no problems.

What is the equivalent of my overclocked CPU? I am really wondering where my overclocked CPU falls into Tom's CPU hierarchy. (http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html)

I think you mean I5-4670K, not 4760K

The single thread passmark rating of a I5-4670K with a turbo of 3.8 is 2199.
Add a bit for overclocking to 4.0.

The I5-6600K at stock 3.5 has a rating of 2126. Not significantly faster.
But, the I5-6600K can be overclocked to good effect depending on your luck in getting a goodchip.

What percent can get an overclock at a somewhat sane 1.40v Vcore.

Always overclock through the bios and try the lowest voltage and test it through a stress test such as realbench, dont forget to select manual voltage first to find the sweet spot and go adaptive Vcore votage. i5 4670 can be overclocked higher than 4.0ghz but for gaming i will say stick to 4.0 at 1.2xxv below 1.3v is safe for everyday task.
