Mid Range Gpu the Gtx 1060 Cannot be bottleneck by an i5 4460 at 3.4ghz.. i was running two r9 furys on a 6700k at 4.4 perfectly.

What's wrong with a 6700k? You'd want him to get a 6600k? Or maybe a 4690? I mean, he might need HT depending on what his needs are.

Thats not what i meant will the cpu under perform because of the gtx 1060

The CPU will always "underperform" because of the GPU. This is not really a bottleneck. Games always use more GPU power than CPU so the CPU will be at a lower load while the GPU will be maxed out. It's to be expected.
