Modded LGA775 CPU?

When I was searching Ebay for a used Q9500 I found this, a modded Xeon E5440 to fit an LGA775. And I was just wondeing how this works? I did read that they notched out the section for it to fit into the socket itself, but how would it read with just that little film covering it?

The notches were 90% of the mod. Rest is BIOS related usually. I'd steer clear unless they are selling a board with a redone bios too

Yes, I noticed, but that thin orange piece of plastic? What would that do?
