Small programs taking up 80% of the CPU

Hello, I am currently undergoing a grave issue with my CPU. It has been getting overloaded by small programs that used to take up about 1~3% of my CPU. This has happened when I tried to take out one of my graphics cards for overheating.My PC was scanned many times by Windows Defender, MalwareBytes, and CCleaner. I haven't tested to see if my PSU isn't producing enough power, yet.

PC Specs:
Windows 10 64-bit (upgraded from windows 8)
4.2 GHz processor (AMD FX-4350)

what are these small programs (open task manger and post a screen shot here of running programs if that easier)

Basically every program that is used,

Such as teamspeak, something that should use like 12% is using like 30%:

And , as a game test, TF2 (usually takes up 30~35%) is using 85%

just wondering what is your cpu temp at? what is your actually cpu freq at(like with programs running it should show that its running at max freq)? your cpu could be throttling down for some reason.

It's temperature is about around 28 C, and it's maximum frequency is what I state above, 4.20GHz.
