I did it again (defrag) and now its 0% fragmented but i installed a 9 gigabyte game and its already 7% fragmented is that bad?

No that's OK. The fragmentation report told you it is functioning OK. How fast a HDD becomes fragmented with files depends of several factors, including how big the HDD is, how large the individual files are making up the added program, and how tight the degrag program moved files together. Would guess the smaller game files were placed up front between older files and the larger files were placed at the tail of the previously "defragmented files". I have found that defragging a volume more than once will generate a tighter defragmentation, and sometimes using two different defragmenters, like Auslogisc and Piriform's defraggler, or the MS defrag which have different algorithms, even does a better job. And of course some files can't be moved, and on occasion some are placed at the end of the volume. Also the pagefile is usually located in the middle of the disk, so that makes it harder to get a completely unfragmented result.
Win-10 does defrag a non SSD, HDD about once a week as a default, during quiet time, so you may see less fragmentation without your doing anything.
