Hello there, since i'm new here and i don't have much experience in hardware i just wanted to ask for some help...
this is my overall spec
Main: Gigabyte EP41-UD3L
Processor Intel(R) Core(TM)2 Quad CPU Q9650 @ 3.00GHz

Video Card NVIDIA GeForce 9600 GT

RAM 4.0 GB
Power:380 wat green

Operating System Microsoft Windows 10 (build 10586), 64-bit

since there were no possible upgrade on this main i got q9650 but graphic card is way too old and don't sup any driver update which is annoying itself and i think maybe some weak gtx card with proper update may beat this one ...nvm
also after cpu upgrade i noticed heat problem up to 75 and 80 exceptionally GPU max 71
also i used some graph in msi after burner and it seems gpu almost work 99% whole time in any game...
but cpu work like 60% at max which i guess is bottleneck or something like that
but i was considering to buy a new graphic card like from r7 250x or gtx 750 ti from asus which is over clocked and look good but since i have quad 9650 i hearead some of my friends are playing games like witcher 3 with a 950gtx ti or like that but it is way too expensive
i just was wondering is it really matter if i wait and get a good gpu or this main doesnt need anything good
you understand what i mean yes? what is your advice for me getting new main which sup lga775 socket for quad like a ddr3 ram sup one? and a new gpu
or just getting a normal gpu also i have say that i usually play DOTA 2 and games like that ,Shogun , Starcarft 2 but have to set them to low or medium if i dont want to get lower fps or heat problems...
can you guys help me please?

Come on nobody have any answer for this? if you think my system is way too old just say :(( but since im low on budget i can't do anything great about it need some real help to assemble a cheap good system

nVidia 750 Ti is good for that setup, just make sure you check for a BIOS update for the motherboard first. At times the newer video cards don't like working with older motherboards, if you can return the card from where you got it form without much hassle, try that, if not, maybe a last gen card like a 650 may be better.

thank you for your answer i am really not that much advanced in such things also i believe if i buy a new card i cant return it anyway then i need a stock one ... also one of my problems solved already i bought a 470 PSU and Heat Problem halved
i think power was not good enough to handle a Quad 9650 now im worried if a new graphic card make problems too or not
so i have to check it out myself but i was curious if anybody knows something like a pcie3 work on a older version like 1 which is my motherboard
