GTX 1070 MHz question (MSI Gaming App)

I have the MSI GTX 1070 and I have noticed lately when I open the MSI Gaming App, the MHz reading just stays pegged on 1582Mhz...I dont think this was the case early on when I installed the card...it would be like down at 200something MHz.

This is without a game running or anything.

What could cause this?

Check for background process that may be using your GPU... Not sure what that might be, but still worth the shot.

Try other software for monitoring your GPU as that MSI Gaming App may be causing your GPU to run on higher MHz.
