i7-2670 throttling on AC power, but temps are fine

Hello,

I just picked up this old Acer Aspire 5749Z with an i7-2670QM in it. It did not have an AC adapter, so I bought one.

It shows the oddest behavior...I tried a 65W adapter like it originally came with, and then a 90W thinking that wasn't enough power and was causing it to throttle (see video). Same behavior on the 90W adapter when all cores are loaded...but unplugging the adapter causes all cores to stay at a nearly constant speed when stressed. Core temps look great, and it does not run hot at all.
