I am looking for a gaming PC that can run CS:GO and LoL and to watch videos and a few other games in normal to high settings with 60+ FPS. Please do not include the OS I already have an OS. I will also be upgrading some of the parts in the future.

Best you can do for your budget in a new PC. Will need a gpu to meet your requirements but will be playable in every game you mentioned as is. Can be upgraded to a 6700/gtx 1080 if you budget allows later

this is actually the best you can do but, with no real cpu upgrade path. Much better graphic performance than the intel hd counterpart. Will be 100% fine for the games mentioned and other popular game as well.
Easily overclocked and rivals an 860k performance plop a gpu in this when/if needed and you'll be good to go.
