Yeah, that's an extreme low end CPU meant for basic web browsing, video playback and office work, and nothing more strenuous than that. Dota2 has such low requirements that it probably will run on that, but don't expect performance to be very good, you're going to need to run at low settings at a low resolution to even have a shot of staying above 30FPS.
