I'm trying to figure out witch type of GPU to choose for my setup, I'm pretty much settled on getting the Rx470. I have a cooler master Elite 130 case and I'm not sure witch type of GPU is going to be best. I've heard mixed reviews some saying a blower style is better others saying an open air is better.

Also all the info on these two cards hasn't released yet so one of these could be an 8gig model not sure if the extra 4 gigs would be worth the additional cost though what do you think?

Go for the dual fan one if you can, they typically do a better job of keeping the GPU cool. Also I'd spend the extra to get an 8GB version, so you aren't limiting yourself in the future.

At the current price point I am not going to get any of the Rx 400 series cards. I've decided on a EVGA gtx 1060 single fan oc. 6gb. The Rx 470 is beat out by the gtx 1060 3gb model in most games. The 470 doesn't even utilise all 4gb of VRAM the GPU is just not strong enough to compete with either of the 1060s. As the the 480 it's to close to the 1060 6gb price point when you can find one and in some instances is more expensive and doesn't beat out the 1060 unless its a DX 12 game and even some of them the 1060 still surpasses it.
