Installing Windows through USB not working

I have a PC that has no OS, every time I attempt to install windows 8.1 or 10 it will not want to install or it just does not want to work properly. The PC http://pcpartpicker.com/list/gXRzNN . When I try to install 8.1 the process works until I get to the part I have to pick a drive there is only one in the system, windows 10 on the other hand does not even load the usb just a blank screen.

I gave the USB 2.0 a try and I am having the same problem.

I search "windows 8.1 iso" and I download the iso onto my USB.

Ok, skirting around the whole legality aspect of this...You will want to use something like poweriso to make your USB drive bootable. Google will be your friend on this one.
