Dynamic ISP, Dynamic router , is it possible to limit speed per Mac Address & is it possible to limit device to 1 IP

I have Xfinity Xblast 30 megs up and 50 megs down. in reality I used to achieve 15 up and 30 down.
xfinity is Dynamic ISP.
I have a router TP Link WR1043ND firmware 3.13.15 Build 140319 Rel.41339n
I also used to have another router connected to the TP Link.

1) The Netgear router utilizes 3 IP ports on the TP Link. Is there a way to limit the Neatgear to reach only 1 IP port on the TP Link?

2) My ISP is Dynamic so I assume TP Link has to be set on Dynamic. Following that assumption I tried to limit speed per ip but from a day to the next assigned ip entirely shuffle for all connections (12ish per day). for example 101 is my PC and Netgear router is 102, 103, 104, then the next day it would be my PC 108, netgear router 101, 102, 103, and my phone 104.
So I desperately tried to find a way to limit speed per MAC Address. I recognize all MAC Addresses that connect to my TP Link but so far I have no way to limit speed up and down per Mac Address instead of IP on my TP Link?

Hmm, I don't think I had to change anything from Dynamic to Static for my router (Netgear WNDR3700). I think I found a screenshot of the menu page you're referring to. http://screenshots.portforward.com/routers/TP-Link/TL-WR1043ND/Network_-_WAN.jpg
I don't think you have to change anything there. Maybe try "IP and MAC binding" from the list on the left. With my router, I think I can seen a list of currently connected devices, and assign a static IP to each one. Alternatively, you could just do it by MAC address.

Although I am a neophyte to routers config in all its splendor.
I understand that in spite my internet provider being Dynamic, I can setup my TP Link router as Static then assign a unique IP to each MAC Address?
