I'm building my fiance a gaming PC. She doesn't want to spend a lot of money, but ideally I'd want her rig to outperform mine ($800) at $400 less than I spent on mine.
My Specs:
AMD FX 6300
MSI GTX 760 HAWK
8gb 1600 RAM

Her (theoretical) Specs:
Athlon 2 640 x4 free (I am repurposing an old PC)
GTX 680/770 $130ish
8GB 1600MHz $50ish

So her's will be about $400 after all parts are replaced and added.

The real question, is how bad will her bottleneck be, and will the graphics card make up the difference of the bottleneck as compared to my PC?

On some games (mainly single player) it may equal or slightly faster than the FX-6300 rig. But multiplayer on a busy server may be too much for the aging Athlon II to keep up with. Basically, you are looking at slower CPU/faster GPU vs faster CPU/slower GPU. Gaming on a busy server takes a toll on the CPU. The GPU can't help much there. I presume multiplayer is why you are building her the gaming rig from parts.

An interesting concern, she mostly plays single player, so a majority of the time it won't be an issue. I'm building it so we can both do computer stuff at the same time, if I have work or something and she wants to play. But you're absolutely right, if I ever want to get her on with me and some friends I don't want her lagging behind and having issues while the rest of us are running smooth, that can ruin the experience for her. She also emulates PS2 games, I'm not really sure what emulators task so I'd have to do more research.

I do appreciate the guidance, I'm not used to managing bottlenecks, I built my rig fairly balanced so this is new territory for me.
