My Laptop won't shut down

I formatted my harddisk and installed a fresh windows 7 - 32 bit and installed all drivers and all software I usually need.
many days everything goes well .. but later when the system was installing some updates from Microsoft site the laptop shut down because of loose of power.
when I re-charged the battery I turned it on again and started the system normally .. every thing is well .. but thr laptop won't turn off normally , it hangs on " Shutting Down " and never shut down and I forced it by pressing Power 4 seconds.

I tried this with no solution :
1- Restoration to a good restore point the system was good before.
2- boot the system with minimal driver.
3- Re-Update the system from Microsoft.
4- fixing registry using different tools.

an important notice:
when I force the system to shut down by pressing power 4 seconds and re-turn it on the system starts normally and doesn't asking me the famous question : " Start normally " or other option of boot .
 
Solution
First thing from this, do not install updates without the system on the charger.

Try running the sfc /scannow command from a DOS prompt. If that does not fix the shutdown issue, boot off a Windows 7 setup disk and run a Repair setup. If that also does not work, you may need to just backup your files and settings and do a clean Windows setup again.
