Do I Submit An RMA?

So my first custom build is currently stuck in an endless reboot cycle. When I press the power button the fans and mobo lights come on, but in about 5 seconds the machine restarts. The computer also does not display any image on my monitor and I have tried all ports except for the DVI ports on my gpu and my motherboard. I have checked the cpu socket and there doesn't seem to be any bent rods. I have also tried inserting the RAM into different slots and in varying amounts, including having no RAM installed. I tried the computer while having the motherboard in its casing (I read that on one post on this website) to make sure it wasn't shorting out on one of the standoffs. Any help would be appreciated.

Yes because having a reputable shop say it is broken is a good way to make your RMA request go through smoother

Update: I tried to start it without the cpu. The motherboard lights did not turn on, the case fans turned on, the case power light turned on, however it still resulted in the same reboot loop. I then tried it over and over again each time adding a part, it still did not work.
 


Do you have a second power supply you can test? if so try using that first. if it works then you know its a power supply issue if it doesn't work take your mobo into a computer shop and have them test it. from what you have described it seems that it is most likely a dead motherboard
