stuck on restarting, never finishes or anything, no one has never gave a straight answer....

This has never been answered and just wanted to boost this knowledge to the public..... Some force shutting down works but for others does not... We really need this solved...

You need to provide some details. What is restarting? This is your only post on this that I can see this year, what is this "none one has never gave a straight answer". Who can give you an answer when there is no question?

Start at the beginning, what is happening, to what, when did it start, what did you try already, etc...? List full system specs if you are talking about a computer.
