Best GPU for 1080p and 60hz

I've been debating my build for a pc for quite awhile. When the new nvidia cards came out I was just going to get the 1070. In my research of the card it seems like its not targeted for 1080p 60hz gamers. My question is if I will be able to use the potential of the card at my lower resolution and frequency preference (possibly more futureproof?) or if I should get a card that does not cost nearly as much.

I'd personally go for a 1060 for that resolution, unless you really wanna keep the card for more than 2 years. 1070 is really overkill right now for 1080p/60Hz, and yes it's more futureproof, but probably only in a year or 2 you will notice a difference.
