System not POSTing

I tried to start my computer yesterday and the fans and lights turned on the PC, but nothing showed up on the monitor. The system was not POSTing. We did some troubleshooting trying to identify the problem. We were able to eliminate a lot of things, but I still not sure if it is an issue with the motherboard or the processor. I hadn't changed anything except where it was located, and it was working fine for two weeks in the new room.

Steps taken so far:

Doublechecked all of the connections and tried to switching to pull display from the Motherboard instead of the video card, including with the video card removed. Also tried booting it with just the bare minimum one thing of memory to no avail.

There was no beeping from the motherboard, and the Q-code was 00. This error code didn't change even if I tried to start without any memory or the SSD hooked up

I tried reseting the CMOS using the Reset CMOS button on the motherboard. It clicked, but nothing still loaded.

We swapped out the power supply with a brand new one that worked with a different computer. No change.

Tried reseating the memory, video card and CPU. It did look there may have been small black mark on the CPU in the middle of of the connector side. Could definitely look burnt, but I can't be sure. I could get a picture of it later.

This is my own build, but it has worked fine for about two years. I am planning on getting a new GTX 1070, but want to make sure if I get a new processor that it would actually fix the problem. Any suggestions would help.

CPU: Intel I5-4690k
Graphics Card: Nvidia GTX 770
Memory: G.SKILL Ares Series (2 x 4GB) DDR3
PSU: CORSAIR HX750
After-market fan: Cooler Master V8 GTX
SSD: Crucial MX100 512GB SATA

I'd RMA both motherboard and CPU.
