Would installing an OS on a clean HDD on a PC and then moving it to a different PC work?

My friend's PC wont install an OS for whatever reason. The PC seemed fine up until this point. We've tried using a USB and a CD but none worked. So we thought about moving the clean HDD onto a different working PC to install the OS there and then moving it back. Does anyone know if this would work or if there is a different solution?

Probably not, or with a significant amount of additional work, since the drivers required will be different, especially if the MB is not similar. If the attached devices on the two computers are different or if the OS is more recent than what was initially on the computer, you probably will have a challenge.

My first choice would be to determine the issue in cleanly installing an OS on a clean HDD attached to the computer.
Give us a little more information about the problem, what happened, what changed, what you've tried, and we will do our best to find a solution.
