Currently own this combination and I'm not quite sure if the CPU is bottlenecking the 1060 or the card is simply not powerful enough to satisfy my needs (High/Ultra, 60FPS, 1080p).
Additional info: I was fairly sure that the card should be "beastly" (given my budget) enough to sustain solid FPS even at higher, if not the highest settings. I've been able to test the card on three games so far - Doom, Witcher 3 and Fallout 4. I'm pretty happy with DOOM, the other two make me worried though. Fallout 4 just isn't happening, tried some medium/high variations and still get drops to low 50. Witcher 3, on the other hand, ran very smoothly until I got to Novigrad, which is a CPU heavy area, where I lost quite a few FPS as well. I'm fairly sure that the processor is holding the card back, but I trust your opinion a lot more.
