GPU core clock speed

I have an OC of my gpu, 150mhz, and on certain days it works like a charm. mixed with gpu boost it reaches just over 2 ghz, but other days, like today, its stuck at the base clock speed of 1657 mhz. i dont know what is causing this and it is very frustrating. please help, its a brand new computer

As much of a stupid cliche this is. Did you try restarting/ turning it off and turning it back on again? Sometimes my 1070's core clock will glitch and require i either restart MSI afterburner or Restart my PC to fix it. And if that doesn't work, Go into the the Nvidia Control panel: Go to Manage 3D settings >Program settings and Find your game in list of programs and Set power management to Prefer Maximum Performance. But DO NOT set power management to prefer max performance in global settings, otherwise you will run the GPU and full speed everywhere in the PC (even idle on desktop).

i found out that NZXT cam and MSI afterburner DO NOT like eachother. Once i closed out CAM, it worked like a charm (after i reset the PC and disabled CAMS automatic startup.
