CPU not using overclock

So I'm a bit of a noob when it comes to overclocking, as in this is my first time really doing it. I have been watching a few videos and so far i have gotten my amd 8350 up to 4.7ghz at ~1.7v. The issue I'm having is when i start prime95 and cinebench my CPU only uses ~1.7ghz. I've tried messing with the voltage a bit but that's not really helping any.

To the OP now.
blobbyblarker... Go into 'recovery mode' (individual component testing).
Separate each component and test them on another rig to see which one has fried and which is still OK.
Out of curiosity, any particular reason why you went so high on the voltage?

Eeeerm, turn the voltage and clocks back down to stock settings.
If your CPU was fried it wouldn't even launch into BIOS....
 


That is in fact way too high. :(
Normally most people get a voltage of just below 1.5v for a 4.6GHz overclock with that CPU.
I think you screwed up man.....
NEVER try to overclock without a solid idea of what you're doing.
Always good to look up similar results and an OC tutorial before starting.
What motherboard do you have?

I have an AMD A8-7650K with stock settings at 3.3ghz and 1.35v.
I can get 4.2ghz stable with only a 0.05v increase to 1.4v.
So to go over the usual AMD cap of 1.5v or 1.55v in some cases is CPU SUICIDE.
