Intense GPU Stuttering w/ New 1070

Hi,

I recently purchased an MSI Gaming X 1070 and installed it just yesterday; after doing so, I booted up my computer and made sure the system agreed with its new addition and went on to ensuring stability. However promising it was, I noticed that my mouse began freezing for around a second whenever I launched/loaded up a program (such as Google Chrome). I can't remember if I was pissed or panicked, but I immediately searched online for related problems as I was unsure if it had to do with the drivers or the card. After a bit of research, I downloaded DDU and wiped both the new Nvidia drivers and Intel's IGPU drivers (HD 530), and rebooted to install the latest drivers (368.95 latency hotfix, previously 368.81) to find that the issues still persisted. After this, I gave up for a while and ran Valley to test the performance in-app, but still received massive frame dips (otherwise ran as expected). I was monitoring clocks all the way through and noticed whenever the system would downclock (quite frequently too), a dip would occur. Unfortunately, this wasn't all of it. Regardless of the clock/mem. speed, the system would still freeze and stutter. After switching around so many settings (Nvidia power management Optimal -> Prefer Maximum Performance, etc.), I realized it just wasn't doing jack squat.

At this point, I see two options: Go through MSI's poor RMA, or assume it's Nvidia's fault and wait for another update to the drivers.

If anybody has any idea as to what's happening, feel free to leave a post, it'd be very much appreciated.

Motherboard: ASUS Maximus VIII Hero Alpha (BIOS 1601)
CPU: i7-6700K @ 4.6GHz
CPU Cooler: Corsair H60
RAM: G.Skill 32GB Kit @ 3000MHz (XMP)
PSU: EVGA SuperNOVA NEX 750W 80+ Gold
GPU: MSI Gaming X 8G 1070
(Note - system has adequate cooling; no thermal throttling whatsoever)

Windows 10 Home 64-bit; DX12

(7/31/16 UPDATE) Tried another PCI Express slot, seemed to be working fine. Just to make sure, I pulled the card out of the new slot and stuck it in the original, but the problem reappeared... found out the bus interface was only running at v1.1 (even when under load) instead of v3.0 on the original (v3.0 being the advertised supported bus interface). Either way, seems my board is the culprit, which is unfortunate. I might just stick with it though, no point in scrapping everything after all that work and stress. Hope someone with similar problems can benefit from this post.

low GPU usage in games is not necessarily a bad thing. are you maxing out the game? what games are you playing? some games are FPS locked.

what kind of monitor do you have?

yes, I'm maxing out games, isn't that the point of buying gtx 1070? :D well, let me rephrase myself: low gpu usage AND low fps.

Let's say I'm playing Fallout 4, and fps dips to 30-40fps which I believe should not happen my rig, and my gpu is only at 40% load. I will not be convinced that I can't get solid 60fps with i5 skylake and gtx 1070. There are like 60% unused gpu power there, which could translate to 20+ fps gain

I'm currently playing on Sony 1080p LED TV @60Hz as I don't have room for pc desk and monitor. :(

did you clean your GPU drivers before installing the GTX1070? using something like DDU helps a lot.
you should have 100+ FPS on that game.

Fallout 4 stays pretty low load for me, I can stream it on Steam @ 1080P 60FPS without a single hitch. I'd suggest checking memory and core clock speeds on your 1070, make sure it's not clocked to 200MHz under load (happened to me when I first installed it, lol).

I solved it! It was ram. I swapped memory and now everything runs as expected! No more low gpu usage or low fps.
My ram memory (Kingston HyperX fury) was 'stuck' at 6Gb/s bandwidth, and the one I replaced it with (Crucial Ballistix) is somewhere at 17-18 gigs per second.

I definitely need to look into this, I have the Kingston HyperX DDR4-2400 ram.....
