Is this Power Supply Fixable? Should i try changing the caps?

Short background story: I bought this "Powermonster 650W" power supply for $15 (not in America) about 8-ish years ago. I realized it was going to be crap and wasn't hoping for anything near 500-600W. But the reason for getting it was because it had a huge fan and huge capacitors inside. So even though it was a marketing scam, i bought it anyways hoping it would last quite a while on a really old low spec computer (and i'm talking single core, 1 HDD, onboard gpu, that's it) About a week in, the computer started shutting down on its own and i'd figured it was probably the PSU which it was. Being the hoarder i am i kept it hoping one day i could fix it cuz it seemed like a waste to throw a one-week old PSU without a second thought. BTW, i did send it in for warranty but it came back with the same probs.

So now I'm here looking at this power supply thinking i should give it a second go. I bought a power meter that you could plug in between the power supply plug and my grounded house socket. I tried the power meter on a similar low spec computer with an extremely old 300W PSU so i would have a control value. Startup shoots up at 120W and becomes stable around 90W. On a side note; the old 300W is still working and keeping the computer fed and healthy. When I tried it with the Powermonster, 50W on startup and stables at 30W. The tested computer started shutting off and on in quick succession. That means this damn thing isn't feeding enough power to the computer. But i was wondering if there's anyone out there that could tell me definitively what parts i could change to get it in working condition or if this thing should live out it's days in the trashbin.

PS: Opened the PSU up and the capacitors look good as new; no bulging or electrolyte leakage or even rust.
