Hello

I have a AMD Fx-6300 OC @3.85Ghz whit a Asrock Extreme 3 970 Rev. 2
The problem is the cpu don't use the max clock, in game i see, trought the task manager, use 2.50 max 2.80 Ghz. Why??

Can you help me?

When your CPU isn't under heavy usage (such as in a game) it won't run at max clock because it doesn't need to. This saves energy and lengthens the life of your CPU.

If you find that even under heavy loads such as gaming that your CPU isn't reaching maximum clocks, you might try disabling Cool & Quiet.
