HELP! New Build Power Cycling before POST

So this is my first time building a computer and i made sure to take extra precautions when installing such as a static strap and doing all building on a non conductive surface in a room with no carpet. The parts i have are:
MoBo: Gigabyte GA-H170M-D3H
CPU: Intel I5-6500
RAM: 2x 8gb PNY Anarchy 2400mhz
Power Supply: EVGA 500B
Case: Corsair Carbide 100r

The intel card has integrated graphics so while i wait for my video card to arrive i thought i would just try to power on and get windows 10 and steam and such on the tower. Well when i go to turn it on there is one orange LED strand on the motherboard and it turns on, as well as the fans. All things stay on for between 20 and 25 seconds and then it all shuts off, waits 2 seconds and restarts.

I followed the entire guide on breaking a boot cycle here on toms to no avail. Ive tried powering everything out of the case to see if its a short and it still does the same out of the case. Ive tried with onle 1 stick of RAM in every slot and no avail. I dont have the beep speaker to hear if it sends out any codes so im not much help there.. HELP PLEASE!
 
Ummm...as long as no power is going through the components while building, you should be perfectly fine, however extra precautions never hurt anyone. Are all of your parts brand new? Could you list the model of your Evga 500w power supply? Are you sure all the Case cables are firmly secure? Check to see if any cable or power socket, or even the extension board is loose or giving problem. Are you sure everything is properly connected and put together? The 20-25 seconds that it was on for, what was displayed on the screen?

The PSU is the EVGA 550w Bronze 80+

I had a friend who has built two computers already come over to check my wiring and he said it was all correct but removed everything and reinstalled it anyway and it continues to do the same. The monitor is showing nothing, it says it is not receiving any signal..

As for the cooler i just have the stock intel cooler on there, do you think i need to get a different cooler for the CPU?
