Computer won't start with gpu plugged in

I recently purchased a new gtx 1060 and when installed my pc won't boot, at first I thought it was my psu but my other gpu works fine and my power supply has more than enough power for the card.

Psu - OCZ 600w
I also know it's not the gpu since its brand new and it lights up when I have it in the pci slot with out the 8 pin connector plugged in

some cases on a hard ware change its as simple as clearing nvram on some boards most commonly called cmos and aslo try pulling your main board battery .
any hardware change can cuase bios to hang and not boot sometimes I see the problem more often then not .

Are you able to test the card on another computer? Also, what motherboard do you have? I'm not sure about the 1060, but some cards are flashed for UEFI or Legacy mode, depending on that it may not boot if it doesn't match the motherboard's setting or capability.

How do I update the bois, should i keep the new gpu in while I attempt this, if so how since the pc wont turn on \with the new card?

You need to download the upgraded bios from yoru motherboard vendor's website, and follow their instructions.
There is a small risk in doing this, as if the install gets messed up then you can be left with a non-working motherboard.

Before doing that, try a different PSU. If nothing else go buy one to test and you can always return it if it does not fix the problem.

Give me your motherboard model and revision if it applies and I'll try to explain how you have to update it. You'll have to do it with your older GPU as it probably doesn't have one of those fancy one button update functions, you need it to boot first.

Should i Change my bios to run one of those above modes? My mother board type is GA-Z97-D3H and i just updated my bios and still nothing at all, when i plug in the new gpu its like the pc isnt even plugged into the wall, pressing the power button does nothing...

I had a problem building a new rig for my cousing last week wich one of the 6pin connector from the PSU wasnt working properly, got a new PSU (same model) and everything is good now.

do you have another PC or another PSU to test your GPU?
