Pc locks up

2 days ago my pc made a buzzing sound while I was out and my roommate turned it off. Ever since it would lock up whenever I tried to open ANY program. I could ctrl alt del still and mess around with basic windows functions. But if i open an Internet browser or any program it would freeze up and I would have to hold down the power button. I've tried switching out psus (original was a 550w, 2nd was 650w) tried switching to a brand new harddrive. Before switching out hardware I tried wiping the pc and switching to windows 10 thinking it may have been a software issue. Still didn't work. Also reset bios and nothing. Now trying hardware. Also tried switching ram to different slots and blowing out the slots with air. Basically to sum it all up, I've determined it's not a software issue. And I've tried a new psu/harddrive and it is still locking up. Please help.

When the pc freezes, all fans are still spinning, caps lock doesn't respond on keyboard.

Hoping it's not the processor... was thinking it may be the motherboard...

Pc specs:
Asrock z75 pro3 motherboard
R9 270 am gpu
I5 Intel processor
2 case fans
Cooler master on cpu
8gb hyperx ram
 
Solution
For starters, assume that this is indeed a software related issue. Start the PC in Safe mode. If Caps Lock works in Safe Mode, then its a either a hardware issue or its due to a third party program that fails to load up and affects Windows in the process.
If Caps lock does NOT work in safe mode, then its a problem with Windows. You might wanna get it refreshed.

However, if you do not want to refresh Windows, follow these steps assuming Caps lock did not respond in safe mode.

start > search
type: msconfig.exe
Left click it.
The system utility will open.
The following assumes your computer is in "normal startup"

"services" tab
Hide Microsoft services
Disable all

"Startup" tab.
Disable all

OK
Restart.
