Car mechanic simulator 2014 FPS issue

So i just built a gaming pc heres the specifications right.

CPU: i5 4460 3.4ghz
GPU: Asus Strix Gtx 960 2GB
Ram: 8GB DDR3
HDD: 2TB WD Caviar Blue 7200rpm


the problem im having is just with this game only. so basically i start off in a garage and i have to access the computer terminal in the garage. i have to open the buy car parts menu in order to buy parts for the vehicle as its part of the game right.

However when i open the buy car parts menu my fps drops from a solid 60fps to something like 50 to 40 and even when i exit the terminal and walk around the garage while the buy car parts menu is still open on the terminal it drops. it shoots back up to 60 as soon as i exit out the buy car parts menu.

im sorry if this sounds confusing its really hard to describe this issue but basically its only when i open the car parts menu in the ingame terminal and shoots back up to solid 60 when i close it.
help would be appreciated.

the problem is its when i leave the car parts menu open and leave the terminal its drops to 50 or 40fps until i access the terminal again and close the car parts window. it seems like a problem that just shouldnt happen and for a fact i know it doesnt happen with other people its hard to describe the problem.

i personaly think cms dosnt need a high fps if you lock it to 30 fps you wont notice a drop (ps its one of my favorite games)

im the type of person who desires 60fps because i prefer smoothness over resolution. because i get a bit picky about 30fps "btw i have a changed all my resolution and graphics settings and problem still persists"

the game should be running 60fps no matter what because loads of people who have played that game dont have this issue im certain of it.

ohh believe me i was really happy to enjoy this game as it was only £5 on steam i though why not and for my specifications especially i should be having 60fps solid no matter what but no i get this very frustrating problem with the terminal and i have to use it i cant simply ignore it i have tried making discussions on steam about it and the only reply i had was it could be your hardware also tried messaging the game developer to no avail the funny thing is this problem doesnt happen with CMS 2015. so it looks like theres nothing i can really do about this.
