Yet another one of those "Boot Loop" issues - no display, PSU/CPU/case fans spin up/down

Hey guys! I went through the sticky. Just built a system using new and stuff from an older system.

Z170XP-SLI Gigabyte Motherboard (new)
i5 6600K (new)
Arctic Freezer 7 Pro Rev.2 (from older build)
NZXT Phantom 410 case
Gigabyte GTX 660 (from older build)
Corsair CX500 (from older build)
and hard drives/SSDs from older build

Still waiting on RAM to come in but figured i'd power it up to see if things are well

However, I am getting a boot loop (no post, no display complaining about RAM, etc). The whole thing powers on for a 1-3 seconds and shuts off, and reboots again. While doing this, the case, CPU, and PSU fans turn on and off. Sometimes it stays on longer, other times restarts quickly

The lights on the motherboard do come on (and turns on/off with the rest of the fans)

What's been done
- reseated the motherboard - same result
- tried it with NO CPU - same result
- removed the GPU (and plugged DVI directly in to MB) - same result
- unplugged Hard drives, HD audio cable, USB 3.0 header cable - same result
- PSU is working fine in the other computer

Is this reboot thing expected with no RAM with new boards these days?

As an aside, the motherboard CPU fan header had a bent pin but after twisting it back, it seems to be working fine (CPU fan is spinning even though it stops along with every other fan as it restarts)

Is a sign of a busted motherboard? Bad case? or bad PSU.

Any help would be appreciated! thanks!!

with no RAM the board should beep at you like an angry astromech. it may be reporting the error, you said complaining about the RAM.
the system cannot boot without ram, and if the system cannot boot what is left but shutdown, rinse and repeat.

Thank you for the reply! Im hearing no beeps but im not sure if this thing even has any speaker to begin with... (http://www.gigabyte.com/fileupload/product/2/5496/20150721103705_big.png)

This is my first time building from scratch and with the prebuilts that i messed around with, ditching the RAM like you said would cause it to complain loudly non stop.

Is it normal for the PSU fan to stop spinning as well? Sometimes the system stays on for 15 seconds - other times it's 2-3 seconds

in the bottom left corner there is a orange block of 4 pins, if you have a speaker, any speaker you can connect/hold it together/otherwise attach it to the first and last pin and try the boot again you should now hear a beep code.

How about you wait until you get all the parts. Then see what happens.

Yeah i know but mail in rebates are involved so if i need to RMA it, i need to do it quick hence why i was testing to see what would happen (I was under the belief that the MB would remain powered even without RAM)
