gtx 780 on 450W psu?

i was offered an asus gtx 780 dcIIOC. can i use it with my 450W psu? i used to run a gtx 650. have a core i5 3.0ghz ×4. 8gb ddr3 ram.intel motherboard(dont remember the name). msi gtx 750ti . i need a replacement for my 750ti. a card which can max out any game. on 1080p. for a budget of 300$ . i live in lebanon so prices are a bit higher.

The only one of those graphics cards that has a decent chance of working with the 450W power supply is the 960, but it's actually a bit slower than the 780 at most things. I have even seen a 960 burn up a cheap 450W power supply (and then work fine with a high-quality EVGA 430W). I think you should upgrade the PSU now and save yourself headaches down the road. You don't have spend $150 either - An EVGA SuperNova GQ 750W will run you less than $100. I have the 1000W version with 2 980Ti's, and it's great.

my full specs : intel core i5 3330 3.0ghz . intel dh61WW motherboard , 8gb ddr3 ram ,(x2 4gb @798.1 Mhz first ram is kingston , scnd is twinMOS) msi gtx 750ti 2gb and 2 fans. a 750W power supply is needed? and which gpu is best for me if i want to upgrade to max out games on 1080p... appreciate the help :) like is said prices in lebanon are higher a bit , but i can manage

Assuming you upgrade your PSU...
The previous gen GTX 970 will max out most modern games at 1080p with your Ivy Bridge i5. The GTX 980, all games. Framerate should stay at or above 60 fps if that is your requirement. The GTX 900 series should be less expensive than the newer 1000 series for awhile yet.

But here is the US, the newer RX-480 is going for ~$200 and can equal the GTX 970. So you have several choices. Your budget for your area is your main limitation.
If you stay with the PSU that you have now, the GTX 960 is probably the best choice, but you will have to reduce settings a bit below max.

+clutchc so i buy a gtx 960 4gb msi gaming or a 2gb version? i saw a 4gb 960 (new) for 250$ in a store here in lebanon... so i must buy a 960 with a new monitor(since mine only supports vga) hmm they'll cost me 300--350$ max , a very nice choice of card right? and thx for the reply mate :) and after some time ill buy a new power supply a 750W? or something better ?

4GB 960 is still a good card for 1080P. I upgraded my wife's computer from a 2GB 750 Ti to a 4GB 960, and I got 60-70% better performance across the board.

If you keep your existing PSU for now, monitor the 12V rail while stressing the GPU (Unigine Heaven or Valley would be perfect). The closer it stays to 12V the better, and if it drops below 11.8, I would take that as a serious sign that it's being overstressed.

1080p monitor that only supports analog (VGA)? Odd. But if you want to wait on the monitor, you can. Most all GTX 960s have a DVI-I to VGA adapter included. Even if not included, they are inexpensive to buy.
I bought my 2GB Evga GTX 960 FTW back before the 4GB versions were released. But TBH, I haven't VRAM had any limitations that I am aware of. However, if the 4GB version is available at your budget, go for it.

no man . i have a 900p monitor that only supports vga. LG 20EN33 got it in 2014/15 to play on gtx 650. i didnt buy my pc . it was given to me. i think ill buy a vga adapter like u said if they arent too expensive. thx for the reply mate
