I was wondering if it would be possible to base overclock the i5 4670? If it is possible, will I see much difference in performance if I overclock? If I can overclock what changes would I need to make to current setup:

I am about to change my case to a Phanteks Enthoo Pro (already bought it) and GPU to either RX 480 or GTX 1060/1070.

Yes you can overclock it using the fsb. No you will not see a difference in performance from doing so. What you will see is instability. Don't do it.
