Laptop's CPU fan doesn't spin at maximum when CPU is loaded

Hello everyone, I am having a serious problem in my laptop, I looked everywhere on the internet but nothing helped me, the problem is that the cpu fan doesn't spin at maximum when cpu is fully loaded.

I have changed 2 motherboards, changed fan itself, downloaded all utilities and updated bios and everything but nothing works.

The fan can get just a little bit faster but i don't hear that big sound when the cpu is at 100% like it used to do.

I have downloaded cpu stress test, and the temperature gets about 80C, its written that the fan speed gets 3400rpm but i don't hear the loud sound.

My laptop is ASUS K53e, CPU i5-2450M, fan comes with 4 pins. any help?

I guess the fan control didn't work properly but does now as a result of a bios or driver update.

Isn't the max temp around 70? it reaches 90 sometimes, the laptop used to be cool as ice. not anymore
